The Transformation of Oil Transportation in Argentina

The Oil & Gas 2023 Exhibition has witnessed one of the most ambitious infrastructure projects of the last decade. In this exclusive interview with Ricardo Hösel, CEO of Oldelval, the Duplicar project is explained— an investment of $1.2 billion that will change the way oil is transported in Argentina.

The Neuquén Basin has experienced phenomenal growth in the last two and a half years, doubling its production. Oldelval has adapted to this ever-growing demand and is undertaking an infrastructure project that will revolutionize oil transportation in the country.

A Milestone in Private Infrastructure in Argentina

The Duplicar project has a value of $1.2 billion, making it the largest private infrastructure investment in Argentina in the last two decades. It involves the construction of 525 kilometers of pipelines connecting the main pumping station in Allen, Río Negro, to Puerto Rosales in the province of Buenos Aires. This expansion will allow Oldelval to increase its capacity by 300,000 barrels per day, which is more than fifty percent of the current national production.

Project Progress

Oldelval is already advancing on four fronts of work. One of them, located in Bahía Blanca, will conclude in October, increasing transport capacity by twenty thousand barrels per day. Three other fronts, including two pipelines and work on four pumping stations, are in full swing to ensure the successful completion of the project.

Gradual Capacity Increase

The Duplicar project will not be completed all at once. Oldelval will continue to gradually increase its capacity. By May of next year, another forty thousand cubic meters are expected to be added, and by the end of the following year, the project will be complete. This phased approach allows for adaptation to changing needs and ensures project efficiency.

Five-Year Goals

Oldelval has a clear goal for the next five years: to anticipate production. The company strives to build the necessary infrastructure before production arrives, ensuring that Vaca Muerta can unleash its potential without restrictions. Additional expansions are being planned, both upstream of Allen and toward the Atlantic, to ensure that transport capacity is available as production grows.

Current Challenges: Dollars and Labor

Oldelval faces common challenges in Argentina, such as a shortage of dollars and the availability of specialized labor. The company has resolved some financing issues, but importing components remains a challenge. Additionally, the demand for specialized labor is high due to the significant pipeline construction activity in the region, although this is also a sign of growth and development.

Supporting SMEs

Oldelval highlights its commitment to small and medium-sized enterprises (SMEs). The Duplicar project has subcontracted 150 SMEs, which has a significant economic and social impact. The project has generated one million hours of direct work and currently employs 1,200 people, with projections of up to 1,800 employees at the peak of the project, in addition to 12,000 indirect jobs.

Conclusion and Appreciation

The interview concludes with Luis thanking Ricardo Hösel and wishing continued success for Oldelval in its Duplicar project. The interview reveals the magnitude of this project and its importance to Argentina’s energy industry.
